No log on icon

XP-Home O/S-- When try to log on, asks to click on user and enter password.
There's no user icon or password space. Anyone know if there's anyway around
this so it can be corrected, or will I have to start over system from
scratch (format and reinstall). Have no idea what is the cause, neighbor's
problem and he just called me today. Its been like this for 4 or 5 days.

Start > Control Panel > User Accounts

Your neighbour will be able to assign a password and a picture to the
account.
