No Import or Export in Menu ?

In an Office full of computers with Office 2003, 1 computer does not have
"Import and Export" in the File menu of outlook.

The user is an admin of the computer.
There is a "Manage Personal Folders" in the File menu which other computers
do not have.

I have check the customize menus area to see if "Import and Export" can be
added back to the menu, but did not find it there.

Outlook version? Full or custom installation? Is this the main Outlook
Window or a window within one of the subfolders?

After furious head scratching, Steve Bruce, mct asked:

1. The outlook version is from Office 2003 Small Business Edition (OEM)
2. Full Installation
3. The main File menu when you first open Outlook usually has Import/Export.

I have now found that there is no Import/Export in Outlook when you log into
ANY computer with User-X's account and configure his email account in
outlook. For all other users, all computers have Import/Export. So the
problem comes from his account. But there is nothing unique about his
account. There is no group policy that singles him out and he belongs to
the same domain security groups as many other users.

My workaround to import into User-X's Exchange mailbox was to log into the
computer with my own domain account and configure Outlook with User-X's
account and password. When I do that I get Import/Export.
