Thank you. I've been working on this for days, and believe it or not I've
tried just about everything in this extensive list of posts, but still no
joy. The only thing I have not tried is reinstalling Windows XP. If I do
that, will I have to reload all of my software? Also the XP CD that came
with my Dell is a very old version. I am currently up to Service Pack 2
with
my updates. Can I even reinstall XP from the old Dell CD? Please advise
and
I'll go from there, since a reinstall is all I haven't tried. Thank you
very
much for trying to help.

There are many possible causes and solutions.
Try the quick, easy fix first. Clear the IE cache from IE> Tools>
Internet
Options> General> Delete files and Delete offline content. Reset the TIF
folder size to about 50MB (Settings button) and clear it occasionally.
Also, go to Start | Run and type
regsvr32 /i mshtml
and press OK.

Are you using a Firewall or "filtering software"?
Several of these are known to cause problems:
1) Zone Alarm Pro [Private Header Info - enabled?]
Reset "Ad Blocking" and "Cookie Control" to "medium"
"Mobile Code Control" = Off
2) Symantec (ISS\NIS)[Enable Browser Privacy - enabled]
Active Content - "Allow All Script To Execute"
Problem: some sites cannot detect the 128 bit encryption
Solution: Completely remove and reinstall NIS.
