No ICS settings on Network Properties

I'm trying to configure my xp to share a broadband card
when I configure the properties of the network connection I am told to
enable ICS on the Advanced tab, but I only find a link to Firewall Settings

All the instructions I find for XP say the same thing but I have 2 XP
machines and the advanced tab is not as described

What am I missing?

The ICS option only appears when all of these are true:

1. There are two or more network connections: one for the Internet,
and one or more for the home network (LAN). The home network
connection can use wired Ethernet, wireless Ethernet, IEEE 1394
(FireWire), or Bluetooth, or it can be a network bridge. It can't use
a serial or parallel port. With more than one enabled home network
connection, there will be a box asking you to specify which one to use
for the home network.

2. The home network connection(s) must be enabled and connected.

3. The Internet Connection Firewall (XP RTM and SP1) must be disabled
on the home network connection.

4. The Internet connection must not be bridged.
