ICF/ICS fail

I have two system, both XP Professional OS. System1 have a broadband
connection 512kbps. When I share the Internet connect to another
computer through ICS formula.
I Change in My network place => ISP icon Write Click and Select
Properties => "Advanced Tab" give ICS settings select tick on "Allow
other network users to connect through this computer's Ineternet
connection" Apply + YES

Apply above settings geting error reply "The dependency service or
group failed to start"

Please rectify this problem.
