No icons or task bar

I have a friend that has windows xp that does not have any icons nor the
task bar. Her desk top picture is there, but no icons. She had some
friends/ family over and someone got on her pc. Now she has this problem.
She tried the f8 button. It does ask her a few questions. She tried to open
in safe mode. Hour glass was there but nothing happened. Any ideals?

On pc start,enter BIOS,set the cdrom as 1st boot device,hd 2nd,install xp
cd,boot to xp cd,press r for recovery at menu,select 1 For C: press enter for
password,type:Fixboot Agree,type:CHKDSK C: /R When its thru,type:EXIT
Let xp start.Once in xp,go to run,type:cmd Or access task mgr,new task,type:
cmd In cmd type:Sfc /Scannow When its thru,type:CHKDSK C: /F Agree,
type:EXIT Restart pc,remove cd.
