Cannot Access Desktop

My fiance's desktop has been rendered completely impotent. When she boots,
there is nothing but her desktop background on screen. She has no icons, no
start menu, and no task bar.

She cannot right click on the desktop, but has achieved partial success in
accessing files by using Ctrl-Alt-Delete and clicking Open New Task

She is currently running XPSP2.

Any help is greatly appreciated.
