No icons or Start Bar

I was given a computer by a friend of mine to repair for them because of a
problem.

Whenever the computer turns on, it boots up, and will go past the load
screens, but when arriving at the desktop, there is no icons or start bar.
You can log off, open task manager, use that to open programs like notepad
and such, but basically nothing else. Assistance would be greatly appreciated.

I'm having exactly the same problem! It started on Friday 10/20. I do
automatic windows updates but other than that no changes. Have you got any
new information?

I think it is line "20 or 72" but look arround and see what best suite your

No, it is in Line 195, Line 117, 298

I tried all three of those recommended and none worked. I can't access
explorer or IE through the task manager either.

Same problem here,
No Start menu, taskbar or Icons.
Just loaded new Internet Explorer 7.0
