No hibernate, no standby

Did you do an upgrade of WinXP? Did standby and hibernate ever work? Take a look here

XP Home. New install. When I try to hibernate or go to standby, it locks up at the "preparing to standby..." screen. How can I find out why it won't hibernate or go to standby?

It's a clean install that is only a few weeks old. I checked that link, but didn't find anything that addresses this specific problem.
