No Help and Support

The Help and Support button on the Start Menue does
nothing.....hope someone has a fix or can tell me why.
Problem 2...Trying to add a shortcut to the Send To
folder and the shortcut does not show up.I'm trying to
send files to a new folder on the hard drive. This was
sure easy with Win 98...Any answers out there in guru
land?
