On the start menu, when I attempt to access Help and Support I get the
message: Windows cannot open Help and Support because a system service is not
running. To fix this problem start the Service "Help and Support"

Can anyone please advise?

Control Panel> Performance and Maintenance> Administrative Tools. In the
screen that appears, click to open Services. Scroll down to "Help and
Support." If you do not see "Started" for status and "Automatic" for
startup type, right click on this item and select Properties.

Change the startup type to Automatic. In the future, this service will load
at Windows startup. For this session, you can click OK and then click on
"Start Service" to get it up and running.

If you check the "Dependencies" tab of Help and Support service properties,
you'll see that Remote Procedure Call (RPC) needs to be enabled for this
service to work. So repeat the steps for that service as well.
