no file format information can be found in registry

So, I look up the microsoft's site and they show changing permission
in registry for: HKEY_LOCAL_MACHINE\Software\Microsoft\Shared
Tools\Graphics Filters will solve the problem.

My question is that what the heck do you do when this great piece of
information does not do the trick?

I have win2k sp4 and have problems double clicking pictures to get it
to show with the photo editor. I am going to reboot. When in doubt
about windows just reboot ;)

click [Start]
Settings
Control Panel
double-click "Folder Options"
click the "File Types" tab

scroll down and select the Extension
that matches the file you are trying to open
(i.e. BMP, DIB, GIF, JPEG, JPG, TIF, etc.)

click [Change...]
select "Microsoft Photo Editor"
click [OK]
click [OK]
