Registry Editor has been disable !

My Problem is i cant open the Registry Editor program . When i try to open it
, there is an error screen appears : " Your Registry Editing has been disable
by your administrator " . I try to find in Microsoft Management Console
(Group Policy) to enable it , but i dont where it is . I'm the only user of
my computer . Please show me how to solve this problem and where i can find
Registry Editor Permission in MMC (Group Policy) .

Start - Run - gpedit.msc - Administrative Templates\System - Prevent access
to registry editing tools.

Disable registry editing tools - Policy

User Configuration \ Administrative Templates \ System

Click Start, Run and type GPEDIT.MSC to launch the Group Policy Editor, and set the policy to Not Configured

Follow up with a thorough scan for Virus/malware.

Run the registry edit on line 275 left side and reboot.

Thanks everyone !
I now can open the Registry Editor by the ways you showed me ! . But there
is still one problem that is everytime i restart my computer , this mess
happens again , and my SYSTEM RESTORE program now doesnt work anymore ( I try
to open it - first time it doesnt seem to work - second time i open it , and
just a white screen window appears , then nothing works ). Even my IE 7
doesnt work too (i try to get to a website , but i just appear a white screen
with nothing ). Can u show me what anti-virus program that can detect and
clean malware ! .
