No File format can be found in registry for ms photo ed

When I try to open a picture (typically a .jpg) with MS Photo Editor (Office 2000) I get the distrubing message that "No File Format Information Can Be Found In tHe Registry". Followed by "Unknown File Format". As well, the Poer Toy Image Resizer has stoped working on .jpg - but will work on a bitmap. Crazy eh? Yet VERY frustrating. Any suggestions are appreciated.

It sounds like the *.jpg association may have been stolen by another
application. For example, it may be grouped under "photoshop image."

Things to try:

-Check Folder Options> File Types to see what program has sucked up the
association. Open that program and look for an option in its menus that
allows you to remove JPG from its list of file associations.

- Download and use the file association fix for JPE/JPG/JPEG found here
(restores the original registry info found in a fresh XP installation for
these file types):
