JPG issues

I am having a couple of issues with jpgs..

1.) using mspaint, some users are unable to save pictures
as .jpg/.jpeg images. The error it gives when attempting
to do so reads:

Paint cannot save this file.
Save was interrupted, so your file has not been saved.

2.) These same users are also unable to view .jpg/.jpegs.
The error messages given are:

Microsoft Photo Editor
No file format information can be found in the registry.

Microsoft Photo Editor
Unknown File Format

When I try to change the program opening the jpg files it
gives these errors:

Imaging Preview Program:

Imaging Preview
The Document's format is invalid or not supported.

MSPaint Program:

Paint
C:\DOCUME~1\k\desktop\testpic.jpg
Paint cannot read this file.
This is not a valid bitmap file, or its format is not
currently supported.


They are able to view the jpg images using internet
explorer or quicktime picture viewer, but that's it.

Could this be a rights issue?

Any help would be greatly appreciated, Thanks!

This doesn't sounds like an user rights issue, and doesn't really sounds
like permissions either.

It sounds like there may be a problem with the file type association for
those files. It might be better to post your question to the
microsoft.public.win2000.applications newsgroup instead.
