The fact that even with the paragraph from which it was derived there
as an example, you were unable to recognize the altered version
suggests that either there is something wrong with the theory or that
the rules as stated were incomplete.

IIRC the full rules are:

1.the first and last letters must remain intact.
2.word length must remain the same.
3.only letters between the first/last can be switched around,
so no changing letters, and this implies no messing with words
of 3 chars or less.

So *fsat* is ok, but *cer* isn't.
