No downloading free programs

I can download paid programs but I can not download free programs such as free games from Microsoft.com and other Websites offering downloads of free programs
I have tried to restore functionability to the Downloaded Program Files Folder as explained on article 174925 but I get a message in DOS that my access to the Windows folder is denied
I feel that this problem might require a simple setting to fix it
Could anybody explain what can I do to download free programs using IE 6.0 ?

Can this be the issue?

Fix if This problem occurs after you apply the 832894 security update
(MS04-004) or the 821814 hotfix.

SYMPTOMS
Programs that use Wininet functions to post data (such as a user name or a
password) to a Web server retry the POST request with a blank header if the
Web server closes (or resets) the initial connection request.
