"no domain controller available" message on workstations

We have a Windows 2000 domain running in mixed mode. When
a workstation logs on to the domain, the logon succeeds
but the event viewer on that workstation shows Event ID
5719, "No Windows NT or Windows 2000 Domain Controller is
available for domain <domain name>. The following error
occurred: There are currently no logon servers available
to service the logon request. Data: 0000: 5e 00 00c0."

We have two domain controllers. Both of them are WINS
servers (replication is turned on) and both of them are
specified in the DHCP parameters that are downloaded to
the workstation on bootup. An "ipconfig /all" command on
the workstation correctly shows both servers listed as
WINS servers.

The domain controllers and the workstations are on the
same network segment, so it is not a UDP broadcast
problem.

The switch they are connected to is a Cisco Catalyst
4006. I have used the "portfast" command on the switch to
get rid of the initial connection loop test (which has
been a problem in the past).

On the workstation I have set the three registry keys
IsDomainMaster, MaintainServerList and ExpectedDialupDelay
to FALSE, NO, and 15, respectively to try to circumvent
this problem.

The error message persists. Any ideas?

Active directory requires DNS. You mentioned WINS and DHCP but not DNS. DNS
is absolutely positively critical to a windows 2000 domain. If you are
positive you have DNS working properly move on to the next post. In my
experience 99% of these issues are DNS related.
