Workstation service won't start

Hi,
The system configuration is as follows:
1. Operating System: Windows Server 2003 Enterprise Edition
2. Applications: Windows SharePoint Server 2000
3. Database: Microsoft SQL Server 2000
4. Domain: Child domain of a top level domain
5. DNS, WINS, DHCP: None
6. Authentication: Users are authenticated to the top level domain

Symptom of the problem:
1. Workstation Service: Won't start

2. Net Logon Service: Won't start

3. Can not start any Administrative console (MMC etc.), it says "Naming
information can not be located because: Workstation driver is not installed.
Contact your system administrator to verify that your domain is properly
configured and is currently online." and finally it says "Snap-in failed to
initialize".

4. I can not start Eventlog console. But I can do eventquery from command
prompt.

If I try to do "net start workstation" from command prompt it says:
The Workstation service is starting.
The Workstation service could not be started.

A service specific error occurred: 2250.

More help is available by typing NET HELPMSG 3547.

Soon after trying failed "net start workstation", if I do "eventquery /FI
"Type eq Error" /V" I displays the following system error messages:

Error 1054 15/12/2005 02:39:43 PM Userenv ICTTDC
None NT AUTHORITY\SYSTEM Windows cannot obtain the domain
controller
name for your computer network. (The specified domain either does not exist
or
could not be contacted. ). Group Policy processing aborted.

I tried restating the machine a number of times, I even tried reinstalling
Windows. While trying to reinstall Windows the installer failed after the
first reboot with the following error: "Not enough memory or can not access
the source disk".

Please help... I am unable to solve this problem.

Thanks for your reply. I tried the resolution suggested in the article
http://support.microsoft.com/?kbid=841570. But it didn't help. I can not run
fsc /scannow. After hitting enter it just says nothing. When I tried to run
fsc /scannow from safe mode, it says RPC server not available. From safe mode
I expanded mup.sys to cL\windows\systen32\dllcache but the problem didn't
solve.

Please note that now I am even unable to run Windows setup. It says Out of
Memory (I wanted to complete the failed installation, hoping that it will
solve the problem).

You won't have SFC in Server 2003 - but you could have replaced the file
from a command prompt or Recovery Console.

Hi Richard,
I did replaced mup.sys to c:\windows\systen32\dllcache from command prompt
(in safe mode) according to the article you refered. It didn't solve the
problem. I do not have any other option, I'm even unable to reinstall
Windows, our sharepoint team site is down for the past 10 days. Please
help...

At this point the first thing to determine is why Windows won't reinstall.
Since you've started that process you'll need to get it to complete. Given
that the error is fairly explicit I'd check the install media for damage or
dirt, also consider the possibility the CD/DVD drive is faulty.

Hi Richard,
I did everyting I can, checked the CDROM, used the same CDROM to install
Windows into another computer (had no problem). Check the CDROM drive,
removed the HDD and fixed on an indentical computer with error free CDROM
drive and motherboard, updated the motherboard BIOS, RAID Bios everyting I
can think of. But the installer just won't complete the upgrade process. I
have posted the details in this newsgroup -
microsoft.public.windows.server.setup
