No devices in device manager

My laptop with Windows 2000 does not work on dial-up any longer because it cannot find my modem. Further analysis reveals when you open device manager there are no devices being displayed on the right pane. Where did my devices go and how can I get them back?

Do you get this behavior when booted to Safe Mode also?

Yes, I get the same behavior in safe mode. I have also booted up in "last known good command" and still the same thing.
