No desktop

When windows starts up it goes to a blank screen with just
my background. There is no taskbar or start menu or icons.
Just this blank background. I cannot right click on the
background as no menu comes up. When I go into safe mode
everything is normal and I can access everything. The only
new things I have done is run adaware and installed norton
anti spam. These have now been uninstalled with no luck. I
have tried a repair and had to reinstall service pack 1
which went well. It seems no matter what I do it just goes
to the same old blank background. ANY IDEAS PEOPLE?
