No Desktop Tab in Display Properties

I seem to be missing the Desktop Tab in Display Properties. Any ideas on
how to fix this?
 
Open Group Policy Editor by typing "gpedit.msc" in the Run block on the Start
Menu
(without the quotes) and press Enter. Navigate to User Configuration |
Administrative Templates | Windows Components | Windows Explorer
In the right pane, double click on Turn On Classic Shell
Set the radio button to Not Configured then click OK
 
No "gpedit.msc" exists on this machine. I'm running XP-Home Edition with
SP2.
