No desktop on startup

my computer starts up normally and everything looks great until the desktop
should appear. instead, there is just a black screen with a few pixel sized
coloured dots at the top of the screen. my computer kept freezing so i
performed maintanence and uninstalled programs in SAFE mode. The problem
happened after i restarted from SAFE mode and occurs on every startup. My
system clock is also reading some time in 2003.
can you please help me?

pull the cmos battery, try again in safe mode and see if things? are
normal.look at the settings for the moniter. to high maybe, set to 600x800

Try booting through the F8 Menu and use 'Enable VGA' (I think that is
the wording, it should be evident), which then uses only basic video
drivers. In that check on the resolution and refresh rate that are set,
and perhaps download and install fresh video drivers from the makers of
your video card.
