No Clear Type Tuning in XP Control Panel

Dell Inspiron 8600 laptop running Windows XP.

Read about Clear Type for laptops and suggested to my friend
that she enable it and tune it on her Dell 8600 laptop.

She reported back that when she opens her Control Panel list,
no Clear type Tuning control panel element is available. It's just
not there.

Any ideas on how to enable the Clear Type Tuning control
panel w/o restoring the operating system. She's not too
tehnical.
