no boot-up,no safe mode

When i went to boot up my pc the last time it went through the normal process
and screens, yet, when it came to open my desktop, all I got was a blue
screen with a windows logo which says "windows is starting" and it sits there
indefinitely.
I tried to start in safe mode to run anti virus and malware software yet
when I (F8) into the "option screen" my pc does not recognize commands. No up
or down arrow or enter keys. Nothing.
How can I boot up?

Two things to consider:
1 Is your keyboard working?
2 You can boot from the XP install CD and use the repair option.
