no beep no video bad cpu?

I recently was given an emachine that had a bad power supply and burned chip
on the MB. I just tried the AMD 2200xp that was in it on a new ECS KT600
with a new 400 watt PS.
I hooked it up on the workbench with just ram (tried 2 different sticks) and
new AGP video card. The cpu fan spun up as did the HD I had hooked up. Got
no beeps or video. Also tried an old PCI video card still the same thing.
I have 2 questions. Does it sound like the AMD is bad and also can you harm
a motherboard by putting in a bad CPU? What would be the best AMD to get
now for the price? (sorry 3 questions!)

If everything else is good, and you installed everything properly, then
yes, it sounds like a bad CPU.
and also can you harm
a motherboard by putting in a bad CPU?

It's not a common occurrence but yes, a bad CPU can damage a motherboard.
What would be the best AMD to get
now for the price? (sorry 3 questions!)

That depends on a lot of things, not the least of which being personal opinion.
