No background colors, no font resizing in browser

I just got a 19" Dell flat monitor. All the colors are fine
except in Internet Explorer - images display - but not
background colors, borders, proper font sizes. (Netscape
displays okay - but not IE.)
IE was fine until I just got a new Dell 19" flat
monitor. The monitor came with digital and analog cables
(I don't have a digital slot).
I reinstalled IE - that did not help.
So far Dell support has not solved the problem. (I will
post on Dell support group too.)

This is very frustrating - because I am working on a
webpage & need to upload it - but it won't display right.

Turn everything off.
