no advanced tab

when i go to I.E options there is no advanced tab,also
when i click on the internet icon at the bottom right of
the screen a message comes up-'restrictions in effect on
this computor contact systems administator'-what does this
mean,iwould appreaciate any help with this thanks

For the Anvaced Tab problem:

Start-Run-Regedit
There could be more than one "AdvancedTab" value.
Try these keys first and then search for AdvancedTab (no space)

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Control Panel

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Control Panel

Remove "AdvancedTab" if present.
