links in e-mail in Outlook 2003

i get e-mail as normal. Recently, when i click on a link in the e-mail (eg a
product link for more infomation), i get this error message:

"This operation has been canceled due to restrictions on this computor.
Please contact your system administrator."

I do not know where or how to remove the restriction. It simply started and
I do not know why. I have shut off pop up blocker to no effect.
