e-mail linking problem

I have been using Microsoft Office Outlook 2007 for over a year, but
recently, I must have made a change I am not aware of. Now when I click on a
link contained in an incoming e-mail, I receive the following message:

"This operation has been cancelled due to the restrictions in effect on this
computer. Please contact your system administrator."

Mine is a single-user home operation with Vista Home Premium. Can you tell
me how to correct this situation?

You are now claiming that you have no knowledge of how to perform online
searches? Google still works:
