outlook - links in e-mails

recently links in e-mails have stopped working along with some links in the
bars at the top.
This message appears:
"The operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."
I am the only user of the computer, so I must have changed a setting but am
not aware of it and certainly don't know how to change it back.
Please help

Clicking on a URL link in an e-mail results in "Operation was cancelled
due to restrictions in effect on this computer". It is not an error in
the e-mail client. The e-mail client doesn't handle the URL protocol.
The program currently associated with the URL protocol is at fault, and
that would likely be your web browser. This is usually a problem with a
corrupted setup with Internet Explorer; however, if you are logging onto
a domain, it is also possible a domain administrator has established
policies that cause the restriction when navigating to sites external to
the corporate network.

If the restriction is established by domain policies, you'll have to
contact your domain administrator regarding the problem and ask for
special privileges to access external sites. If you are not logging
into a domain, the problem is with whatever is the handler for URL links
which is probably the web browser. In the latter case and if Internet
Explorer is configured as the default web browser, go into Internet
Options, Advanced tab, and reset the web settings for Internet Explorer.
