No Admin rights to registry keys

When trying to install a software the install fails and says that I don't
have permission to access certain registry keys. I'm logged on to Windows XP
SP2 as the "Administrator" so how can the administrator not have
rights/permissions? As the admin I tried to add rights to the registry keys
that fails the software install but it tells me that I don't have the rights
to add permissions. How can this be? If the admin doesn't have the rights
then who does?
 
While logged in as Administrator retake ownership of the keys using regedit.
