Admin can't write to certain areas of registry

Good Afternoon,

I hope everyone is doing well today. We have a workstation running WinXP
SP2, and let's call the Admin account Anthony. I created a new Admin user
on this account, let's call that user Deja.
We have a business software that isn't functioning properly with this new
admin user Deja. But if I log on to the Anthony account it works fine.

There appears to be an issue with certain .dll's not being able to register
with this Deja admin account, thus preventing certain parts of the program
from functioning.

Is there any possibility that this new Admin account does NOT have
permission to write to certain areas of the registry? There was a .dll file
that we tried to register using regsvr32 and it produced an error, but when
we logged off that user and logged onto the Anthony admin it registered ok.

Please advise.

Yes the 'Anthony' account was used to install the application and has been
running it fine.
I've had a problem before with creating a new Windows XP user after the
installation of the application and had the same problem. The only way I was
able to resolve it from another machine was to clean install Windows XP and
install the App from that newly created user. (Before the clean install, I
tried un-installing the app and re-installing it on the new user but that
still didn't fix the problem.)

The vendor of the application says it is a problem with the user writing to
the registry. Thanks for the reply!
