no ability to insert page numbers is available in pull-down menu

in Microsoft Word 2000, i find that i do not have the option of inserting
page numbers on my documents. I click on 'insert' and the option 'page
numbers' appears in gray,so it is not actively available to me-i need page
numbers so that i know how long my papers are--what to do?
