No +1 when using Fax from Contact

I am using Outlook 2003 and the Fax Server from Small Business Server 2003.

When I manually type in a fax number, the +1 automatically is added in front
of the number and the fax sends fine. However, if I select a fax number
from my contact listing, the +1 is not added and the fax doesn't go out. In
both scenerios I have the 'use dialing rules' marked.

Is there anyway to use my Contact list without editing each fax number and
adding the +1?
