Newsgroups in outlook 2003

Can someone tell me whats going on here? I dragged the News command to a
displayed toolbar to ease adding newsgroups. Everytime I clickon it, a
folder, named 1033, opens instead of the newsgroups dialog. I dragged the
News command off my toolbar back to the Customize dialog. Now, I want to
display it again, and it is nowhere to be found in the customize dialog -
not in the GO category or any other.

Any help would be appreciated.

I Noticed exactly the same and after a lot of effort I gave up
 
Common issue posted here on a daily basis:
To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.
