Here's what I think is the *best* way:

Get mIRC (if free trial is off-tropic,
then search "freeware IRC")
Join a server, EFnet is good
Open a Channel, [e.g., #startNGfubar]
Hang out, discuss, ask and learn

Whence the complication ?

I see almost weekly newsgroups that have been started
[one could conjecture by kids] which vary from the pornographic,
to the insulting for a particular person.

I see responses varying from reference to 8 year old documents
[which, no doubt, are still very valid] to rambling discussions
on the number of angels that would fit on a pin head...

My newsgroup would hardly be deleterious to world peace.

What have I done to merit such treatment, usually meted out to
Pavlovian canines ?

Generally it is a good idea to go through the process as documented, as
that will increase the chances that many news servers will carry your
new group.

And, it makes it less likely that someone will decide to automate an
rmgroup message because they think you are a twit.

Of course, it also solves the problem of finding someone who can issue a
newgrp control message to create it.

My newsgroup would hardly be deleterious to world peace.

Then follow established procedures and create it properly. Anyone can
create a newsgroup. Unless it is created properly however it will not
be widely propagated. Thank goodness. We already have enough
empty newsgroups as it is.
