newer dll file needed

When I try to repair IE it tells me I need a newer version of A DLL file. I need SCHANNEL.DLL 4.86.1958.1877 according to the repair. HOW DO I GET THIS FILE? I said I need to rerun setup, I did that to no avail. HELP!!
