How about TA executed from autoexec.bat?
Can you can boot from floppy or USB?
Or you can put bootable HDD in this computer with TA.

I want to run Target Analyzer on a BlackBox PC (with no Display,
KeyBoard/Mouse units). All this has a Ethernet 10/100 Device that can
interact with the world outside. How do I do this?

You have a few options.

1. Create a dos boot disk with an autoexec.bat that runs TA and sends the
devices.pmq to a remote share.
2. Add display/keyboard/mouse just for this purpose, run TA/TAP, remove
display/keyboard/mouse.
3. Assuming you have a way to install XP Pro or Win2k, use Remote Desktop
(or similar tech) to run TAP remotely.
4. Create a WinPE boot disk with a startup script that runs TAP and sends
the devices.pmq to a remote share.
5. etc.
