New Windows XP installation

First, a background of my computer:

Just installed Windows XP Pro SP1. I formatted my disk,
which used to run with Windows 98 SE. Computer has 412
Mhz, 40 gigs and 256 Memory.

Here's my problem:

When surfing the Internet, I'll explain it the best I
can, the scrolling down of the webpage is slow. It looks
like a wave. In spite of this, the computer is much
faster than before (i.e. can play videos, music, watch
streaming video). Is XP not fit for my computer? What
seems to be the problem?

try upgrading your graphics card this could help or
perhaps consider a new monitor ?

perhaps consider a new monitor ?

A monitor won't help.

I'd turn off uneeded services first (especially the resource hogs),
then consider upgrading graphics.

The PC sems to be at the low end for XP.
