New windows/popups open in background instead of foreground

I'm sure this must be some kind of setting that I can't
locate, but we got a new laptop and when we open new
popup type windows (like a print function or new email)
it opens in the background. So then you have to go to
the taskbar and click on the window to pull it up. All
our other computers the window pops up in the
foreground. Any suggestions on how to fix this. It's
very annoying. Thanks.
 
Your description is not clear but possibly right click the shortcut then
left click properties and change settings to open as normal window etc.
Possibly also look at tools folder options view tab settings in explorer.
