new window opens blank

when I click on a link that opens a new window or right
click and "open in new window" the new window opens but
doesnt load the page. I have to click on the stop button
and reload the page, then it loads, but that only applys if
the new window includes the full window with address bar
and the standard button toolbar. if the address bar and
toolbar arent there then I have to close the window. I have
reset all the defaults in the options but this doesnt fix it.
Any help would be greatly appreciated.
