New User Accounts on XP Pro

I have set up a friend (Maynard) as a user on my
computer, however, neither he nor I can use the aol or
msn. When I am the user we can both use the internet
services, Why?

When you say the user "can't use" AOL or MSN, what exactly happens when you
try?
