Perhaps you need to purchase some more TS licenses??

.
I have purchased 37 licenses and only have 24 have been
issued.

Have you tried removing the MSLicensing registry key from
the client's registry?

We have purchased 37 TS cals and have only issued 24. The
only change I am aware of is that MS03-26 and MS03-039
have been applied to the servers.

Just before removing the registry key we attempted to
connect to the Terminal server with the two workstations,
and we were able to connect. When I checked the Terminal
server License manager there were two new licenses
created. Nothinghas changed since these workstations were
not able to obtain licenses.
The problem seems to have resolved itself.

Thanks for the attempt to help.
