new programs installed ballon won't disapear

Up until recently every time I installed a new program, the (new programs
installed) balloon that appears on my start/programs menu disappeared after I
launched the new program once. Now it keep reappearing does anyone have any
ideas now to stop this

Not sure why this occurs, but you can disable the entire feature. See:
