Sorry, OE will not run in Vista. You should download and install Windows
Live Mail. (Not Windows Mail)

Outlook Express won't run under Vista. The email program that
comes with Vista is Windows Mail, but you can also download
and install Windows Live Mail if you prefer it.

See here for how to transfer messages from Outlook Express to
Windows Mail:

Bring along the .wab file if you want your old contacts. After you
copy the files to a directory on your new hard drive, but before
you import them into Windows Mail, make sure the copies are
read-write instead of readonly.

See here for how to set up a bellsouth.net email account under
Windows Mail:

If you also want to set up a bellsouth.net newsgroups account,

For Windows Mail, the instructions are hidden under the
instructions for Internet Explorer. Follow the instructions
for Outlook Express, then do the extra steps for Windows
Mail you'll find at the bottom of the Outlook Express
instructions.
