New PC OS build - How to apply changes to existing roaming profiles?

We've created a new build on our desktop PC's. Among the new changes are:
- Reorganized Start menu
- Company desktop and screensaver
- New desktop icons

We've made the changes necessary to the Default profile, but this doesn't
affect users whom already have a roaming profile containing settings for the
above items.

Is there a way that we can apply our changes to an existing roaming profile
when they log into the new PCs?

That is true. The default profile only applies to new accounts.

Your options are either to use Group Policy, or to modify the
HKEY_CURRENT_USER registry hive by way of importing a .reg file.

There is info (and tools) for setting group policy on the MS site,
