new page defaults

When I open Windows it has a default with text already
there. I need to know how to change that so it is a
blank page. Please help me?

Set the Reg_Dword value of
"DontDisplayLastUserName" to 1
found at
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system
