I am running XP home SP2. I installed a new video card. Since then whenever
the computer starts up the wizard detects my wireless keyboard, mouse, and
their receiver as new hardware. How do I turn this off?

It's most likely that installing the new video card left the old device as a
relic in the device manager list. If so, remove this old entry, and rescan
for new hardware.
('action' menu of start orb/type: devmgmt.msc)

But it is not the video card that it keeps detecting, it is the wireless
HID's (Keyboard, mouse, and accompanying receiver).
