New hard drive doesn't show up in explorer

Well, the title says it all. I just installed a second hard drive. I can see
it in the hardware profile, but nothing shows up in the explorer. All that
my computer has besides the second hard drive is the first hard drive and a
cd-rw drive and a floppy. Both hard drives have their jumpers set for cable
select.

Did I miss a step?

Right click on My Computer and select Manage. On the following screen,
select Disk Management.

The drive should now show up on the right hand side of the screen from where
you can partition it, format it and assign it a drive letter.

Then Explorer should see it just fine.

Two steps missed, I think. Partition the new drive and then format for the
desired file system that you intend to use.

Have you Fdisked and formatted the drive?
Also have you tried setting it your drivers as
master/slave?
